HB 2504

In the 2009 legislative session, the Texas Legislature passed HB 2504, which requires all public institutions of higher education to make available certain information on the institution’s website. This information is for undergraduate classroom courses offered for credit and includes the class syllabus, faculty curriculum vitae, cost of attendance, and budget information.

Online Syllabus Requirements (Instructor Plans)

The online syllabi must satisfy the standards adopted by the institution.

Syllabi will include a brief description of each major course requirement, including major assignments and examinations; provide a list of required or recommended reading; and give a general description of the subject for each lecture or discussion.

Curriculum Vitae Requirements

Curriculum vitae for each regular instructor will include the instructor’s postsecondary education, teaching experience, and significant professional publications. The vitae may not include personal information, such as home address or home telephone number.

The fiscal year budget report is posted annually following the close of each fiscal year.

Additional Requirements

The information must be accessible from the institution’s website home page using no more than three links; searchable by keywords and phrases; and accessible to the public without requiring registration or the use of a username, password, or any other user identification.

The institution shall make the information available no later than the seventh day after the first day of class for the semester or other academic term during which the course is offered.

The institution shall continue to make the information available on the institution’s website until at least the second anniversary of the date on which the institution initially posted the information.
